It appears to some that forgiveness from God is transactional. I disagree. What I read here is that it a matter of recognition.
The Lord is good and forgiving, but if you don’t recognize and acknowledge it, it has no value or meaning. But to those who have the capacity to understand and acknowledge it, they will act upon such a gift.
